The below is an article from the Taylorville newspaper about the Chief of Police Richard Adams.
About a week ago my father and sister were on their way to Springfield on Rt 104. There were 2 cars in front of them between Tovey and the power plant when they saw the lead car start going from one sie of the road to the other.
There was oncoming traffic that the driver did miss but the driver still was going back and forth, so my sister called Kincaid's Police Chief. He was in Tovey at the time so she told him what was hapening so he was able to catch up to the traffic. He went around the other 2 cars but there was still more oncoming traffic. He finally got a chance to get around the side of the driver's car but there was semi in the other lane headed for both of them.
The driver was going back across into oncoming traffic. He was able to get the driver over to the side of the road. He was still in the lane of the oncoming traffic of the semi. He did force her off of road just in time to get both cars over just missing the semi and saving the driver's life.
He put his own life on the line to save one of Kincaid's residents. The driver had gone into a diabetic coma and did not remember any of it. I would like to say thank you to my sister, my father and most of all to the Chief of Police, Richard Adams, for risking his life for the driver's life.
We have one of the best police departments in Christian County. Kincaid should be proud of what they have in their police department. Any one of them will go beyond their duty for their town and surrounding towns any day. A job well done. We are glad to have you in our town.

I would like to take this opportunity to present you with our mission statement. The mission of this police department, like all police departments, is simple - to protect and serve the citizens of the Village of Kincaid. The Kincaid Police Departments primary responsibility is to protect our citizens against any and all who would attempt to harm them, to the best of our ability.
Personal crimes are a major concern for any law enforcement agency and our department is very responsive to these crimes. Wherever and whenever possible, our department provides a police presence to prevent these types of crimes. When these crimes are committed, our department uses whatever resources are necessary to solve the crime and apprehend the violator.
Our department is very patrol-oriented and we feel that we can avert property crime by visibility. Patrol is our most useful function; it provides a platform for traffic enforcement, crime prevention and community relations. Our community is primarily a bedroom community with an aged population. The sight of a police car in the neighborhood is often a comforting sight.
In addition to providing service to the Village of Kincaid, our department is often the first line service providers to the citizens of the South Fork Township. Our officers are often the only law enforcement on duty in the entire South Fork area. The officers of the Kincaid Police Department are the primary back-up officers for the Illinois State Police and the Christian County Sheriff's Office.
In closing, the Kincaid Police Department views our community as one big family and will provide whatever service we can, whenever we can. Our 1,600 citizens depend on us to provide them law enforcement services, and the members of this department are proud to do so!
